No, only buildings can be LEED certified. People, however, can be LEED Accredited: Green Associate (GA) for general knowledge of LEED, and Accredited Professional (AP with specialty) for specific LEED rating systems.
A LEED consultant is a member of the project team that is responsible for the management of the green goals and maintaining the LEED scorecard. The person collects and analyzes data and identifies the needs and strategies to meet the desired goals.

LEED certification becomes more difficult when the process is started after construction, but it is attainable.
LEED certification can take a few months to a year to receive a certificate. First, time is needed for the last waste report to be submitted. With a combined design & construction review, 4–6 weeks is needed for an initial review by a LEED reviewer, a month’s response time, and another 4–6 weeks for final approval.
